Please note that participation to this additional course day is limited to regulators only! Fatigue is increasingly being recognised as a key risk to aviation safety and operational efficiency. To manage exposure to this risk, operators are starting to introduce "Fatigue Risk Management Systems" (FRMS).
An FRMS is a data-driven means of continuously monitoring and managing fatigue-related safety risks, based upon scientific principles and knowledge as well as operational experience that aims to ensure relevant personnel are performing at adequate levels of alertness (ICAO).
In 2011 ICAO released a revised SARP (Annex 6 Part 1) regarding requirements for the development and implementation of FRMS. The SARP is supported by a Fatigue Risk Management Systems Implementation Guide for Operators (an ICAO, IFALPA, IATA collaboration) and a Fatigue Risk Management Systems Manual for Regulators.
This course, designed specifically for aviation regulators, provides an overview of the relevant regulations, the science of sleep and circadian rhythms and how fatigue impacts on the safety margin. The course introduces regulators to the components of an FRMS, discusses issues which contribute to the decision to offer FRMS regulations and covers the FRMS approval process and oversight of an FRMS consistent with ICAO requirements.
All attendees receive a comprehensive syllabus which includes hand outs of the presentations and additional human factors materials for further study or reference.

Learning Objectives
The total of three days will provide delegates with:
- A comprehensive understanding of fatigue, its causes and consequences for safety and performance;
- A thorough understanding of FRMS: scientific principles, structure and benefits to operators and regulators;
- Understanding of the ICAO amendments to requirements for the management of fatigue and the implications for States and Operators;
- Information to assist regulators to make an informed decision as to whether to offer FRMS regulations to operators;
- Understanding of the FRMS approval process;
- Understanding of the FRMS oversight process.
Target Group
The course is designed for representatives from regulators who offer/are considering offering FRMS regulations to operators.
Duration
1 additional day (totalling up to 3 consecutive days in combination with the required participation to the preceding 2-day Intro to Fatigue Risk Management Systems training course).
All days will start at 09.00 and end at approx. 17.00 on the last day.
